The Rev. Richard L. Tolliver is an ordained Episcopal priest. In 1990 he founded St. Edmund’s Redevelopment Corporation (SERC), a multi-family affordable housing community development organization. He serves as its Pres/CEO. To date, SERC has developed 734 housing units located in 31 buildings at a cost of $106,000,000 in Chicago’s Washington Park Neighborhood. He has served parishes in New York City, Boston and Washington, D.C. He a former Associate Country Director of the United States Peace Corps in Kenya and Country Director in Mauritania. He has five earned degrees including a Ph.D. in Political Science from Howard University and is a graduate of the Advanced Management Development Program in Real Estate from the Harvard University Graduate School of Design. He has served on numbers religious, corporate, civic and cultural boards.
